Pinless Bill Payment Adds Convenience
To meet the growing interest from consumers in expanding the use of their debit
cards, ACCEL/Exchange facilitates pinless bill payment transactions. A
pinless bill payment transaction is one in which the cardholder initiates
payment of a bill to a vendor via the telephone or the Internet. This
transaction is routed to ACCEL/Exchange without a PIN.
Pinless bill payment transactions allow the cardholder to initiate low-risk
transactions without the need to be physically present at the vendor site.
These transactions are low risk because of the relationship between the vendor
and the cardholder.
The cardholder initiates a pinless bill payment transaction by calling a
telephone number or visiting a web site address provided by the vendor. The
cardholder enters his card number, card expiration date, amount of the payment
he wishes to make, and an additional piece of authentication information such
as the vendor account number. This transaction is routed to the Network and
subsequently to the card issuer for approval. Upon approval, the funds are
transferred from the cardholder’s account to the vendor account. Pinless bill
payment transactions may be initiated as single transactions or as recurring
payments at the cardholder's option.
Currently the Network supports a wide variety of bill payment transactions for
services including utilities, insurance, lenders, education, government and
Internet Service Providers (ISPs). The Network continues to research new types
of bill payment transactions and expects to add them periodically to enhance
its service to cardholders.
Pinless bill payment transactions may be initiated via the Internet, via
telephone to an Interactive Voice Response Unit (IVR), or via telephone to a
call center.
